Improving consumer access and choice

We sought feedback to deepen our understanding of the barriers some consumers may experience when accessing electricity and choosing a plan that suits their needs - and the impact of these barriers - and to identify potential avenues to address them.

This consultation was an opportunity to bring perspectives together, to build a shared evidence base and to assess whether there is common understanding of the issues, the outcomes consumers should be able to expect and the roles different organisations may appropriately play.

This paper does not propose solutions. It sought views on the evidence, the effectiveness of existing pathways and support mechanisms, and whether further work may be needed.
