Improving consumer access and choice
Consultation
We are seeking feedback to deepen our understanding of the barriers some consumers may experience when accessing electricity and choosing a plan that suits their needs - and the impact of these barriers - and to identify potential avenues to address them.
This consultation is an opportunity to bring perspectives together, to build a shared evidence base and to assess whether there is common understanding of the issues, the outcomes consumers should be able to expect and the roles different organisations may appropriately play.
This paper does not propose solutions. It seeks views on the evidence, the effectiveness of existing pathways and support mechanisms, and whether further work may be needed.
Make a submission
The Authority welcomes your submission. We prefer submissions in a Word document using the format provided in Appendix A. Please send your submission to consumer.mobility@ea.govt.nz with ‘Consultation – Improving Consumer Access and Choice’ in the subject line by 5pm, 11 August 2026.

We will publish all submissions. If you consider we should not publish any part of your submission, please:
- indicate which part should not be published and explain why, and
- provide a version of your submission the Authority can publish (if we agree not to publish your full submission).
You can request all submissions under the Official Information Act 1982, including parts the Authority does not publish.
