Decision

The Electricity Authority is improving access to electricity product and consumption information by updating the Electricity Information Exchange Protocols (EIEPs). We are doing this because access to accurate and timely data will promote better services and smarter energy choices for consumers.

We have decided to update the existing EIEP13C – Electronic request format for consumption data requests and prescribe a new form (EIEP14C) for requesting product data. These requests may be made by consumers or by their authorised agents.

This decision means EIEP13C or EIEP14C can be used to request consumption or product information from retailers from 1 April 2027. As of this date, parties with access to the Registry transfer hub can request consumption and product data using either EIEP13C or EIEP14C. Retailers will be required to respond to these requests with the appropriate regulated EIEP format.

From 30 October 2026, retailers are required to respond to requests for consumption and/or product information in the appropriate regulated EIEP format, however the request is received.

The updated EIEP13C aligns with recent revisions to EIEP13A and EIEP13B. The new EIEP14C uses a similar request structure for EIEP14B product information.

Consultation

This consultation sought feedback on the last of our proposed updates to EIEP13 and 14. We proposed:

  • several minor updates to existing EIEP13C, which allows consumers and authorised third parties to electronically request a consumer’s personal consumption information. Updates include adding JSON as an acceptable file format and changes to how some of the data fields gather information.
  • a format for the new EIEP14C, which provides a mechanism for a consumer or authorised third party to electronically request a consumer’s product information through the registry transfer hub. It introduces formats that support machine-to-machine information exchange and consumer authorisation.

The EIEPs are important to ensuring a future where New Zealanders can easily compare (and confidently switch and customise) their electricity services. To achieve this, the electricity industry must be underpinned by a future-ready data infrastructure that empowers consumers to make well-informed decisions about their electricity - a key driver of competition.
