Review of urgent Code amendment to System Operator’s information gathering powers
Decision
We have decided to make permanent the urgent Code amendment changes to the System Operator’s information gathering powers, effective 1 December 2025, before the urgent Code amendment expires.
This gives the System Operator better access to information about thermal fuel availability and enables it to produce monthly electricity risk curves and storage trajectory analyses.
Thermal fuel information is critical for forecasting the electricity system’s ability to meet demand and manage risks associated with energy shortages.
Consultation
On 14 March 2025, the Authority made an urgent Code amendment to improve the System Operator’s information gathering powers.
The System Operator has used the information gathering powers to collect thermal fuel information from generators to create its monthly electricity risk curves and simulated storage trajectory analysis.
This consultation sought feedback on a proposal to make the urgent Code amendment permanent so that industry has access to the right information ahead of winter to keep consumers’ electricity supply secure.
An urgent Code amendment expires after nine months unless made permanent by a subsequent Code amendment. This urgent amendment is due to expire on 14 December 2025.
