Consultation
This consultation sought feedback on a proposal to amend the over-the-counter (OTC) bids and offers data notice. We proposed to amend the clause 2.16 OTC bids and offers data notice based on analysis of the OTC bids and offers data collected from the first three quarters, suggestions from participants, evolving needs for monitoring level playing field measures, and a few issues we identified in the notice itself. The proposed amendments aim to improve the notice.
This proposed amendment seeks to expand the scope of this notice by:
- broadening the definition of industrial participants captured by the notice
- capturing requests made by energy brokers.
We also proposed to make a few other changes to the notice which would:
- make it easier for applicable participants to submit data to the Authority by clarifying several fields in the notice
- efficiently distinguish between firming and power purchase agreement (PPA) contracts
- effectively identify relevant information (eg, traded contracts, multiple offers, reasons for non-conforming offers, and reasons for declining offers)
- improve the submission process for applicable participants
- fix technical or minor issues identified in the original notice.
