Future security and resilience: building confidence in New Zealand's energy future

Most of us only think about electricity when it isn't there or when we receive a bill.
We expect the lights to turn on when we flick a switch, our businesses to keep operating, and our homes to stay connected. Reliable electricity has become so embedded in daily life that its complexity is largely invisible. Yet behind the scenes, New Zealand's power system is undergoing one of the most significant transformations in its history.
We are seeing rapid growth in renewable generation, increasing electrification, the rise of rooftop solar, battery storage, electric vehicles, and smart technologies. These innovations create exciting opportunities for consumers and play a critical role in New Zealand's energy future. But they also challenge some of the assumptions and arrangements that were designed for a very different electricity system.
This is where our Future security and resilience programme comes in.
At its heart, the programme is about ensuring that our electricity system remains secure, reliable and resilient as it evolves. It is about making sure consumers can continue to benefit from innovation while maintaining reliable electricity at lowest long-term cost.
One of the biggest misconceptions about reliability is that it is simply a question of having enough electricity generation. Generation is important, but it is only part of the story.
I often compare the electricity system to a town's water network. You can have plenty of water stored in reservoirs, but if the pressure is wrong, the pumps are not coordinated, the pipes are overloaded, or the water quality is poor, consumers will still experience a poor service.
Electricity works in much the same way.
Every second of every day, the system must operate within very tight technical limits. Frequency, voltage, power quality and system coordination all need to work together to ensure electricity can be delivered safely and reliably. When those conditions are not maintained, consumers can experience interruptions, outages, or even damage to connected equipment.
These are often referred to as the "invisible" services of the power system. Consumers see solar panels, wind farms and batteries. What they do not see is the constant balancing, coordination and technical management required to ensure those technologies work together as part of a stable and reliable system.
As the electricity system changes, maintaining those operating conditions becomes more complex.
Historically, New Zealand's power system was built around a relatively small number of large generation assets supplying electricity in one direction through the network. Today, consumers are increasingly becoming participants in the system. Households and businesses can generate electricity through rooftop solar, store it in batteries, manage demand through smart devices and charge electric vehicles.
This shift creates enormous opportunities. Consumers have more choice than ever before and new technologies can provide flexibility and resilience across the system.
However, greater decentralisation also creates a greater need for coordination.
Maintaining reliability is no longer just about moving electricity from generators to consumers. It is increasingly about coordinating millions of individual decisions made by consumers, technologies, networks and market participants across the system.
Our Future security and resilience programme supports our Strengthening System Security strategic priority, which focuses on ensuring the power system can continuously balance supply and demand and operate within safe limits as the share of renewable, storage and distributed energy technologies continues to grow. Together, initiatives such as these help ensure the sector has the visibility, coordination mechanisms and operational capabilities needed to support a more dynamic, resilient and distributed electricity future.
Importantly, this work is not about choosing between innovation and reliability.
In fact, innovation and reliability depend on one another.
Consumers will only adopt new technologies if they have confidence in the underlying system. Equally, new technologies can help deliver a more flexible, efficient and resilient electricity future. Our role is to ensure the power system can support those opportunities safely, reliably and at scale.
Everything ultimately comes back to consumers.
The objective is not to preserve today's system unchanged, nor is it simply to enable the technologies of tomorrow. It is to ensure New Zealanders can continue to benefit from a reliable electricity supply while embracing the opportunities that innovation brings.
The Future security and resilience programme focuses on what the power system needs to make that possible. By strengthening the foundations of reliability today, we can build the confidence needed to support the energy system of tomorrow.
That is the challenge before us, and it is also the opportunity.
