Statement of performance expectations 2026/27 published

The Electricity Authority Te Mana Hiko (Authority) has published its Statement of performance expectations 2026/27, which explains how we will deliver on our statutory objectives and continue our role as Aotearoa New Zealand’s electricity regulator.

The statement is published annually as required under the Crown Entities Act 2004. It sets out our refreshed strategic framework, annual work programme and performance measures for the year ahead.

Our core focus is to ensure the electricity system and markets deliver reliable electricity at lowest cost for New Zealand consumers.

As New Zealand’s economy electrifies, the electricity system is undergoing significant change. This brings both opportunities and challenges for delivering reliable, affordable electricity, and reinforces the importance of a well-functioning and competitive market.

The refreshed framework and work programme is organised around five strategic priorities:

1. Strengthening the wholesale market
2. Strengthening system security
3. Enabling flexibility
4. Supporting network efficiency
5. Being a strong, responsive regulator

The Statement of performance expectations is underpinned by the Authority’s Statement of intent 2024-28, and has regard to the June 2026 Statement of Government Policy. It has been informed by the following:

• Letter of Expectations 2026/27 from the Minister for Energy
• Letter from the Minister of Finance to statutory Crown entity boards
• Submissions received through the Authority’s 2026/27 levy-funded appropriations consultation.
