Consultation open on stage 2 of common quality information requirements

The Electricity Authority is seeking feedback on a Code amendment proposal for Transpower to share common quality information between its System Operator and transmission network owner functions.
The proposed Code amendment would benefit consumers by ensuring that Transpower, as a transmission network owner, has consistent and timely access to up-to-date and accurate information. This would enable better transmission network planning, investment, and asset utilisation decisions, delivering downstream benefits for consumers.
The proposal follows on from our consultation Addressing common quality information requirements, which sought feedback on three options to improve the provision of common quality-related information to network owners and operators.
Stage one, implemented in May 2026, clarified and updated the Part 8 common quality-related information obligations placed on asset owners. Stage two – the proposal in this paper – focuses on reducing fragmented and duplicative information‑sharing arrangements for information collected by Transpower’s System Operator and transmission network owner functions.
The Code amendment proposal would require the System Operator to provide Transpower’s transmission network owner function with access to the following information held by the System Operator:
- asset capability statement (ACS) information
- encrypted asset modelling information, and
- equivalence arrangement and dispensation applications and supporting information.
We welcome your feedback on our proposal by 5pm, Tuesday 11 August 2026.
We anticipate publishing our decision on this proposal in early 2027.
