Promoting reliable electricity supply: Code amendment proposal on common quality-related information
Decision
Thanks to all who provided feedback. We have decided to progress with the proposed Code amendment, with some changes in response to submitter feedback and input from the Common Quality Technical Group. The Code amendment will require asset owners to provide common quality-related information to the System Operator that meets the technical specifications set out in a new system operation document.
The Code amendments come into effect on 1 July 2026.
Refining the Code amendment
In March 2026, we sought feedback on a proposal to incorporate the CACTIS by reference into the Code.
Following consideration of submissions, we refined the Code amendment to give clearer effect to the policy intent outlined in the decision paper. These amendments:
- clarify that original equipment manufacturers (OEMs) may provide modelling information directly to the System Operator on behalf of asset owners
- strengthen protections for OEMs’ intellectual property, and
- allow distributors and direct consumers until 1 July 2027 to begin complying with the requirement to provide the System Operator with controllable load indications and measurements.

The Authority invited comments on its proposal to incorporate the approved CACTIS by reference into the Code, as required under Schedule 2 of the Legislation Act.

Consultation
This consultation sought feedback on a Code amendment proposal that would ensure the System Operator has timely access to accurate information about assets connected to the power system.
We propose to amend the Code to:
- update and clarify the common quality-related information requirements in the Code, and
- incorporate a new system operation document containing technical specifications for the common quality-related information requirements.
The proposal follows on from our consultation Addressing common quality information requirements.
The options will be implemented in a staged approach, allowing us to first address immediate concerns. We will then turn our attention to developing solutions to enable the sharing of common quality-related information between the system operator and Transpower, as a transmission network owner, and with distributors.
