Electricity Information Exchange Protocols 13C and 14C electronic request formats decision
- Consumers
- Retail
The Electricity Authority Te Mana Hiko (Authority) has published its decision to update the existing 'EIEP13C – Electronic request format' for consumption data exchanges EIEP13A or EIEP13B, and to introduce a new electronic request format for requesting a consumer’s product data (eg, what plan a consumer is on), EIEP14C.
EIEPs provide standardised formats for reliably exchanging information. Information requests may be made by consumers or by their authorised agents.
What the decision means for industry
The new decision means EIEP13C or EIEP14C can be used to request consumption or product information from retailers from 1 April 2027. As of this date, parties with access to the Registry transfer hub can request consumption and product data using either EIEP13C or EIEP14C. Retailers will be required to respond to these requests with the appropriate regulated EIEP format.
The consultation
The decision results from our consultation (closed 8 October 2026) that sought feedback on proposals around these ‘C’ request forms.
The consultation received nine submissions that broadly supported the Authority’s objectives, though some concerns were expressed about issues such as the expected costs, and potential duplication with Open Electricity.
We considered the submissions carefully and made several changes to our proposals in response. These changes and our responses to feedback generally are outlined in our decision paper.
Next steps
This decision concludes the Authority’s current phase of work on improving access to accurate and timely electricity information, which will promote better services and smarter energy choices for consumers.
We recognise these EIEPs may need to be updated to reflect future innovations in retail pricing structures and the advent of Open Electricity, and we welcome ongoing input from the sector.
