Retailers asked to complete readiness survey on October Code amendments

The Electricity Authority is seeking information about electricity retailers’ readiness for amendments to the Electricity Industry Participation Code 2010 (Code) that take effect in October 2026.
The information provided will help us understand implementation progress across the industry, identify common risks and challenges, and determine whether any additional guidance or support is needed before the changes take effect.
Retailers have been contacted directly and are asked to complete the survey by 31 July 2026.
The survey covers readiness for the following Code amendments:
- Requiring use of half-hourly data for reconciliation (note two minor corrections to the Code amendment) – effective 1 October 2026
- Improving pricing plan options for consumers (Category B requirements) – effective 1 October 2026
- Improving electricity billing in New Zealand – effective 30 October 2026
- Improving access to product information – effective 30 October 2026
Exemptions and compliance expectations
This survey does not change the Authority's expectation that retailers will comply with the Code requirements from the relevant effective dates.
While exemptions are available under the Code, they are unlikely to be granted solely to extend compliance timeframes except in exceptional circumstances. The Authority's Compliance Strategy and Enforcement and Prosecution Policy provide flexibility in how non-compliance is addressed, including the use of educative approaches where appropriate.
