Decision
We’ve decided to amend the Electricity Industry Participation Code 2010 as part of our Code amendment omnibus #5 to:
- Update the stress test regime to reduce risk to consumers and security of supply (Parts 1 and 13) – effective 15 May 2025
- Extend trader default provisions to all retailers to protect customers (Parts 1, 11 and 14) – effective 15 May 2025
- Introduce a back-up means of calculating wholesale prices to improve market confidence (Part 13) – effective 1 July 2025
These changes will:
- enable retailers to respond to stress test scenarios when longer-term price risk events occur, in line with the 2023 MDAG recommendations.
- strengthen consumer protections when a retailer goes out of business
- improve rules in the wholesale market to ensure pricing information is available in the event of a large nationwide outage, and

Consultation
This consultation sought feedback on three discrete amendments to the Electricity Industry Participation Code on security of supply:
- Updating the stress test regime to reduce risk to consumers and security of supply (Parts 1 and 13)
- Extending trader default provisions to all retailers to protect customers (Parts 1, 11 and 14)
- Introducing a back-up means of calculating wholesale prices to improve market confidence (Part 13)
Each proposal is set out in a separate section of our consultation paper, along with the associated regulatory statement. The draft Code wording is set out in the appendices.
